Monthly Meeting
January 16, 2008

Meeting Minutes

The meeting was Called to Order at 7:30 p.m. by Bruce Fournier. Council members in attendance included Bill Dickinson, Mim Logee, Matthew Mannix, Bob Stebenne and Dan Quirk. District Manager Erin Rooney, Tax Collector Helen Patience, Treasurer Natalie McDonald, Harbormaster Mike Tortolani and Clerk Catherine Kelleher were also present. Joe Thomas was absent.

Pledge of Allegiance

The Assembly recited the Pledge of Allegiance. The Council and Assembly also observed a prayerful moment of silence for the men and women in uniform who are serving in the Armed Forces, in harm’s way, in Afghanistan and Iraq and, in particular, for those serving from our own state and community.

Urgent Business

None.

Period of Public Comment

A lengthy discussion between the Assembly and the Council occurred regarding the termination of Jean Albert’s position as the editor of the newsletter and the reassignment of that position to Council member, Matthew Mannix. It was the general consensus of the Assembly that Jean Albert be thanked and commended for her service to the community.

Ratification of Minutes

A. Bruce Fournier requested that the month noted as January in Section IV.C.8. (Harbor) of the November 2007 Council meeting minutes be changed to February.

B. Dan Quirk motioned to accept the November 2007 meeting minutes with the suggested revision. That motion was seconded by Bob Stebenne and approved by all Council members in attendance.

Committee Reports

Beach (Mim Logee)

The report is on tape and a hard copy is attached to the original meeting minutes retained at the Community Center.

Harbor (Dan Quirk)

1. The report is on tape.

2. A draft of changes in the text of the Harbor Plan, which were previously requested by Kevin Cute, was submitted.

Roads (Bruce Fournier)

3. The report is on tape.

4. A sink hole developed via construction on Allagash Trail.

Trash (Bruce Fournier)

5. The report is on tape.

6. Christmas tree removal was Saturday, January 5th, 2008

7. The condominiums will be added on to recycling at no additional cost as long as the residents purchase their own recycling bins.

Historical (Bob Stebenne)

8. The report is on tape.

9. Lee Listro reported that she gave the treasurer the checks received from the sale of maps.

Beautification (Bill Dickinson)

No report.

Pond (Bill Dickinson)

No report.

Social (Bill Dickinson)

The report is on tape and a hard copy is attached to the original meeting minutes retained at the Community Center.

By-Laws (Matthew Mannix)

10. The report is on tape.

11. At the next budget hearings, Mr. Mannix will request that $1,198.00 be allocated in the budget for 1,000 copies of the By-Laws.

12. The next meeting of the By-Laws Committee is scheduled for March 12, 2008 at 7:30 p.m.

Treasurer’s Report (Natalie McDonald)

C. The report is on tape and a hard copy is attached to the original meeting minutes retained in the Community Center.

D. Natalie reported that there is a balance of $141,839.00 in the combined checking and money market accounts.

Tax Collector’s Report (Helen Patience)

E. The report is on tape and a hard copy is attached to the original meeting minutes retained in the Community Center.

F. Approximately 85% of unpaid taxes are from Beach Club property owners, with approximately 90% of those being $3.00 or less. Mrs. Patience requested that collection of Beach Club taxes be placed on the February agenda.

G. Tax Collectors in the State have formed an organization. Membership dues are $30.00. Bob Stebenne motioned to reimburse the Tax Collector $30.00. The motion was approved by all Council members in attendance.

Harbormaster (Mike Tortolani)

Mr. Tortolani delivered the deposit of $21,079.58 to the contractor for the boat ramp.

Land Trust (Doris Baris)

No report.

District Manager’s Report (Erin Rooney)

H. The report is on tape.

I. Bob Barber opened the breach way on Christmas Eve.

J. The Kelly Beach sign was replaced.

K. A "No Parking" sign was posted on the bulletin board at the Community Center.

L. Coyotes have been seen in the Community Center field. An awareness notice will be posted on the bulletin board to notify residents.

M. Motion sensors for the back of the building was suggested. Bill Dickinson recommended that the District Manager call an electrical contractor for an estimate of the cost of getting the existing sensor lights working properly. Bruce Fournier suggested that 3 bids be obtained.

N. A few complaints have been received about litter.

O. A prospective renter of the Community Center informed the District Manager that he heard about the Community Center on an internet site.

P. A full size wall calendar has been posted in the office for rentals, meetings, events, etc.

Q. A couple of roads are in poor condition. The Highway Department has been informed and they are working on repairs.

R. A list of all Council members’ email addresses was made available at the entrance table for anyone interested.

Old Business

None.

New Business

S. Gene DeCiccio requested that Matthew Mannix schedule the next By-Laws Committee meeting sooner than March 12th.

T. Doris Baris stated that she obtained copies of our By-Laws from the State and gave the District Manager 8x10 copies to provide to people who need them.

U. Matthew Mannix requested that selecting dates for the budget hearings be place on the February agenda.

V. Bob Stebenne motioned to adjourn the meeting. The motion was seconded by Dan Quirk and approved by all Council members.
